It is with a
deep sense of loss that we announce the passing on December 5, 2006 of our dear
colleague Tseng (Leo) Huang.
Leo was born in
Chong Ming, China in 1925 and received his B.S. in Civil Engineering from the
Jiao Tong University, Shanghai in 1947, his M.S. of Civil Engineering from the
University of Oklahoma in 1955, and his Ph.D. in Structures from the University
of Illinois in 1960. He joined as assistant professor at University of Illinois
in 1960 and the faculty of University of Texas at Arlington in 1961 after.
Leo has never missed the annual International Offshore and Polar Engineering Conference ¾ ISOPE conference. An acknowledged authority in his field, he was Professor of Civil Engineering and Engineering Mechanics at the University of Texas at Arlington. He had authored more 100 papers and peer-reviewed reports on shell structures and mechanics of ocean riser and cables since 1961. Leo had been a member of the editorial boards of International Journal of Offshore and Polar Engineering ((IJOPE), and ASME transactions journals. In the last three decades, his career was marked with numerous research publications and awards, including the establishment of the Tseng Huang Endowed Professorship in the Civil and Environmental Engineering Department at the University of Texas at Arlington in August 2006. He received the Eugene Jacobson (Best Technical Paper) Award from the ASME ETCE conference in 1979. Leo also received the ISOPE Award for his outstanding service to the society and to the Offshore Mechanics and Polar Engineering Council (OMPEC) and in recognition of his selfless contributions as a co-founding member of ISOPE.
