Fifth (2002) ISOPE Pacific/Asia Offshore Mechanics Symposium Was Successfully Held in Daejeon

The Fifth (2002) ISOPE Pacific Offshore Mechanics Symposium (ISOPE PACOMS-2002) was successfully held in Daejeon, Korea, November 17-20, 2002. It was organized by the ISOPE PACOMS-2002 Organizing Committee and cosponsored by ISOPE, KCORE and KRISO.

Control in Ocean Engineering was the symposium theme.  The Opening Session reviewed the recent progress in underwater control in Japan, Korea and Taiwan. It was followed by the presentation of the peer-reviewed papers in 9 sessions from 9 countries (Photo). Seven (7) sessions covered the underwater vehicle and seafloor vehicle control, and two (2) sessions the ship control.

X-100 and X-120 High Strength Pipeline Technology is featured at Symposium on High-Performance Materials in Offshore Industry

A special session on advances in X-100 and X-120 High Strength Pipeline Technology is organized as a part of the ISOPE Symposium on High-Performance Materials in Offshore Industry at the Annual ISOPE 2003 Conference in Honolulu, May 25-30, 2003. The session focuses on the development of the science and technology of the recent X-100 and X-120 high-strength steels for line pipes. Some of the authors in the session are from ExxonMobil, Nippon Steel, Europipe, POSCO, Sumitomo Metals, and JFE Holdings (Kawasaki and NKK).

In addition, papers will address the manufacturing issues and new welding technology related to these high-strength steel pipelines. Pipeline design and test results including ring expansion, burst and full-scale crack arrest tests will also be presented.

The Symposium further includes sessions on risers and pipelines, corrosion, composites and smart structures, fatigue and fractures, precision welding and more.

Toulon, France: The ISOPE-2004 Conference Venue: Located 1.5 hour from Nice and 30 minutes from Marseilles

Following the ISOPE-2003, to be held in May 25-30, 2003 in Honolulu, Hawaii, USA, the 14th (2004) Annual International Offshore and Polar Engineering Conference will be held in the beautiful French Riviera city, Toulon, France, May 23-28, 2004. Toulon is the center of the French naval power and its major activities are shipbuilding, marine science and technology research. The affordable hotel room rates have already been arranged by ISOPE through the local host committee. Airlines and TGV (high-speed train) are convenient means to reach Toulon.

At the regional level, Provence Alpes Côte d'Azur (PACA), the sciences and marine technologies potentials in PACA region are mainly orientated to the environment sciences, the oceanic engineering and the submarine technologies.

The research establishments are spread along the French Mediterranean Sea: Banylus, Perpignan, Montpeller-Sète, Palavas, Marseilles, Toulon-La Seyne, Nice-Villefranche. The whole public research department employs about 1/3 of the National numbers of staff. The private research in PACA region is illustrated by themes like robotic and submarine system, oceanic engineering, the environment, materials, optic and acoustic of the submarine environment, instrumentation and the marine pisciculture.

Toulon and Marseilles Areas. There are many small and medium sized firms in Toulon and Marseilles areas, which deal mainly with the submarine technologies, offshore Para-petroleum and the environment.

Toulon Area. Ifremer at La Seyne, Universit?de Toulon et du Var and other R&D organizations are active in deep submarine environment intervention and littoral environment, radioactivity, naval armament department. The Industries in Toulon deal with robotic systems, acoustic, optic, shipbuilding yard, hydrodynamic and compound systems, and oceanographic instruments.

The International Society of Offshore and Polar Engineers (ISOPE) is organizing about 70 sessions of refereed papers in cooperation with Technical Program Committee (TPC) members from 24 countries and 24 international cooperating organizations. Numerical Wave Tanks (NWT) Made Available to the Public

Numerical Wave Tanks (NWT) are computer codes which reproduce numerically the flows around structures or objects excited by the ocean waves and currents. ISOPE established NWT Group at The 5th ISOPE-95 Conference, The Hague, The Netherlands, 1995.  NWT Group has held the ISOPE NWT Workshops with worldwide participation and prepared NWT files. Now ISOPE made these 1999 and 2000 NWT Workshop files available free to every researcher, engineers and students who are interested in NWT.

The files present comparisons of benchmark computations by the participants at the Workshops. Topics of the benchmark are radiation force (1999) and diffraction force (2000). A free-access data bank to NWT Workshops is made available which contains not only the numerical results of the participants but also a short text. The text summarizes the numerical technique and lists related bibliographic references. Click on Conferences, Symposia and Workshops.

Special Report on Deep Seabed Mining Environment Issued

On July 1, 2002, ISOPE issued a special report, Deep Seabed Mining Environment: Preliminary Engineering and Environmental Assessment (ISBN 1‑880653‑57-), compiled and edited by Jin S. Chung, USA; Gerd Schriever, Germany; Rahul Sharma, India; Tetsuo Yamazaki, Japan, published by ISOPE, Special Report OMS-EN-01, July 1, 2002, 23 pages. Click on Conferences and Specialty Workshops.

The report is the first of its kind jointly prepared by scientists and engineers on the environmental assessment of the future deep-ocean manganese nodule mining. The report was prepared for the Ocean Mining Working Group (OMWG) of the International Society for Offshore and Polar Engineers (ISOPE). It was partly based on presentations and extensive discussions at and after the Engineering and Environmental Assessment of Deep-Sea Mining Workshop, The Third (1999) ISOPE Ocean Mining Symposium and Workshop (ISOPE OMS-99), held at the National Institute of Oceanography, Goa, India, November 8-10, 1999.

Langen and Natvig Elected Co-President of ISOPE for 2002-2004 Term

The third presidential election by the members of the International Society of Offshore and Polar Engineers (ISOPE) was held in May 2000 in accordance with the Society Bylaws. Dr. Ivar Langen is elected ISOPE’s third president (2002-2003), and Dr. Birger J Natvig the fourth president (2003-2004). Dr. Jin S. Chung was the first elected president (1999-2000, acting 1998-1999), Dr. Yukio Ueda the second elected president (2000-2002), and Dr. Charles Ellinas, the interim Chairman (1989-1998). The Society has been operated by the members, conference session organizers, and the Board of Directors.

Two new presidents will serve for the 2002-2004 term.  Prof. Langen and Dr. Natvig are past members of the ISOPE Board of Directors (1997-2001 and 1989-1996, respectively); and a member of technical program committee (TPC) of International Offshore and Polar Engineering Conferences since 1992- and 1989-, respectively.

Dr. Ivar Langen (2002-2003)

Dr. Ivar Langen earned his M.Sc. in Structural Engineering from The Norwegian Institute of Technology (NTH), Trondheim, Norway, 1968 and dr. ing. degree from NTH, 1981. From 1968 to 1984 he worked alternating at NTH and SINTEF with teaching and research and development within finite element methods and programs, structural dynamics and offshore structures.

In 1984 he joined Statoil in Stavanger and became department manager working with reliability and structural integrity. Concurrently, he was adjunct professor of Engineering Mechanics at Rogaland University Centre (later Stavanger University College), 1986 -1994. He was Visiting Research Engineer and Consulting Professor (1991 ?992), Stanford University, USA. In 1994 he was appointed Professor of Mechanical Engineering (Applied Mechanics) at Stavanger University College, Norway.  From 2000 he has been vice dean, School of Science and Technology and chairman of the doctoral programme committee. He is the founder and director of Centre for Maintenance and Asset Management at Stavanger University College, 1997-.

Dr. Langen served as Member, ISOPE Board of Directors, 1997?001; Technical Program Committee, Annual ISOPE Conferences, 1992-; Associate Editor of International Journal of Offshore and Polar Engineering 1993 -; Co-chairman of ISOPE-2001, Stavanger, 2001; Chair of International Mechanics and Structures Committee.  Technology Board, Norwegian Society of Chartered Engineers 1993-94 and 96-99.  He was the recipient of both ISOPE Award 2001 and ISOPE session organizer of the year 2001.

Dr. Birger J Natvig (2003-2004)

Dr. Birger J Natvig earned his BSc in Naval Architecture, University of Strathclyde, 1970, MSc in Ocean Engineering, University College London, 1974 and PhD degree on Non-linear Motion Behaviour of Floating Structures from University of London, 1978.

In 1971 he joined Akergruppen/Aker Engineering, Norway, in 1978 Det Norske Veritas as Senior Engineer, in 1990 Aker Engineering as Senior Engineer, and in 1990 Norwegian Contractors as Senior Engineer. In 1995 he started his own company Marine Technology Consulting AS, Asker, Norway as director and founder.

ISOPE-2002 Kyushu Conference Broke the Previous Attendance Record

Experts from 46 Countries Participated in the Conference, May 26-31,2002

ISOPE‑2002 Kyushu, May 30, 2002 ― ISOPE-2002 Kyushu broke the previous attendance record of the record-breaking ISOPE-99 Brest Conference.  The Twelfth (2002) Annual International Offshore and Polar Engineering Conference is sponsored by the International Society of Offshore and Polar Engineers (ISOPE) and organized with the cooperation of 22 major international engineering societies and organizations. Prof. Jin S. Chung, the first ISOPE president, chaired the conference chairman; Prof. Wataru Koterayama of Kyushu University co-chaired.

The conference covers engineering, mechanics and materials as they relate to the ocean, the marine and polar (Arctic and Antarctic) world, the environment, and energy resources. It has consistently promoted the interdisciplinary approach in research.

The Technical Program feature 92 technical and opening sessions and 3 plenary sessions. Top experts from industry, academia and government contributed 491 refereed paper presentations and 22 oral presentations; discussions among researchers, engineers and managers followed the presentations. The papers were selected from over 730 abstracts received from 48 countries. The conference proceedings (3,304 pages in 4 volumes) on one CD-ROM is available at US$220 (Member; US$180) from ISOPE.  Started in 1991, the annual ISOPE conference has been the world's largest technical program with peer-reviewed papers since its second conference, held in San Francisco in 1992.

Two Best Paper awards from the ISOPE-2001 conference were presented at the banquet.  Recipients were:  P. Nystrom (ABB Offshore System), E. Levold (Statoil) and co-authors, Norway, for On thermal buckling of Åsgard pipeline in the North Sea; and T. Takeuchi (Hachinohe Institute), Prof. H. Saeki (Hokkaido University) and co-author, Japan, for Developing an ice load equation from the field tests under the Japan Ocean Industry Association (JOIA) project.  No Best Paper awards were presented in 2001.

Kitakyushu city mayor delivered the conference welcoming address. Four distinguished invited speakers then presented technological reviews. Mr. Hiroshi Sasajima, Ishikawajima-Harima Heavy Industries, Japan, will present Japan’s national floating airport project, Mega-Float: results of phase-2, which includes the landing test of light planes. Mr. S.W. Balint, Shell International Exploration and Production Inc., USA, spoke on Shell's experience in the deep water and on structures. Mr. Noboru Tezuka, Japan National Oil, discussed challenges for energy throughout Japan, the Sakhalin offshore, and methane hydrates.  Dr. Walter L. Kuehnlein, HSVA, Germany, reviewed the politically complex North Caspian Project, including pipeline and ice conditions. Among the special lectures was a deep-ocean science project, IODP (Integrated Ocean Drilling Program) and the Science Drillship Chikyu, to be delivered by Dr. S. Takagawa, Japan Marine Science and Technology Center.

Following these presentations are recent findings by experts from 46 countries, including Brazil, Egypt, Iran, Russia, South Africa, Ukraine and Vietnam.  Technical presentations included recent findings in multiple sessions on research and engineering Featured is a series of high-level sessions on research related to floating airport development, wave energy, gas hydrates, ocean waves, numerical waves, environment, underwater vehicles, ice, soil engineering and new underwater materials.

A record number of graduate students participated this year. Offshore Mechanics scholarships of $500 each are to be awarded to 6 graduate students and 1 undergraduate student; the countries represented are Australia, Germany, Singapore, Taiwan and the United States.  

This year’s attendance exceeded 600, not counting the families and local invitees.  This represents a significant increase in participation, particularly from Korea and Taiwan. At the end of technical sessions, the participants enjoyed the conference tour of a Japan’s model of Eco-Town, the famous Yasukawa industrial robot plant and Toyoda car assembly plant, all located in Kitakyushu.  

The annual ISOPE conference is a truly international forum that enables the direct cooperation and participation of the international session organizers, all international and national organizations, and the individuals actively involved in research and engineering.

The advance registration fee was $550 for member authors; this includes the entire proceedings on a CD-ROM, the host reception and banquet. The fee has changed little since 1997 and will remain the same for the ISOPE-2003, to be held in Honolulu, Hawaii, USA, May 25-30. The selection was made upon evaluating 5 candidates among the papers in different fields presented at ISOPE-2001 Stavanger.

Session chairmen, session organizers or Journal editors made their nominations from among the papers presented in the previous year.  Among the nominees, only those papers are initially selected that are either slated for further Journal review or have already been accepted for the Journal.  Then a pool of potential judges, very knowledgeable in one or more fields of the nominees' topics, or who have chaired or co-chaired the particular sessions, were asked to rank the papers in their field(s) on the basis of originality and significance of the results. The nominees are naturally excluded from the list of judges. The Committee nominees represent expertise areas and geographic balance for the nominated papers.

Kashiwagi is the 2002 Session Organizer of the Year

Dr. Jin S Chung, Technical Program Committee (TPC) Chairman announced that Prof. Masashi Kashiwagi, Kyushu University, Japan is the recipient of the ISOPE-2002 Session Organizer of the Year Award.  He solicited 62 abstracts in hydrodynamics and floating body dynamics fields. Prof. Ivar Langen, the 2001 Session Organizer of the Year Awardee from Stavanger University College presented the Award plaque to Prof. Kashiwagi at the at the Annual Banquet, May 29.

Session Organizer of the Year Award was established in 1997 by the Board of Directors for the Society to recognize an individual’s selfless effort and contribution to the organization of sessions at ISOPE conferences, and to encourage others to view that individual as a role model. The technical program committee (TPC) chair of the ISOPE conference or chair-designated TPC member presents a Session Organizer of the Year Award (at the Annual Banquet), one per year to a session organizer who has successfully invited the largest number of papers or successfully established and organized a new technical field of the Society in prior year.

2.  3 years as active session organizer of the Society¡¯s annual conference

Non-Profit Tax-Exempt Organization Status for ISOPE

The International Society of Offshore and Polar Engineers (ISOPE) is a nonprofit, scientific and educational organization registered in the U.S. Federal government (IRS code 501(c)(3)), 1989, the State of Colorado, 1991, and the State of California, 1999. ISOPE was granted tax-exempt status from the U.S. Federal government, the State of Colorado and the State of California.

ISOPE moved its Headquaters in January 2000 to the San Francisco Bay Area, California. The Colorado office was closed in 2000. Click on www.isope.org for more about ISOPE.

a)  If the final manuscript in Pdf and Word (or WordPerfect) files are transferred to the FTP site (see p. 3 of the template), email a message, "Paper number 2002-XXX-YYY is transferred to FTP," on subject line.  Please be aware that ISOPE-2002 Proceedings Word Template has been updated.
b)  When the authors send 2 hard copies and ISOPE copyright form to ISOPE TPC, do not email or send diskettes or CD of PDF file (and original Word file) to ISOPE TPC.
c)  Make sure to write on email Subject line your paper number like 2002-XXX-YYY and the first author name.

The WordPerfect version of ISOPE Proceedings Template for the finalmanuscript (MS) is posted on  www.isope.org. The template conforms to the ISOPE paper writing/style manual. It provides Pdf distilling instructions for ISOPE's high CD-ROM quality.  The ISOPE TPC airmailed on January 28 detail instructions on typing, font selection, and others to the corresponding authors for the final manuscript: the preparation, Pdf requirements and  submission (where to send to whom by when.)  It includes specific font-selection instructions for the Asian-font users of Word.

The Word version has already been on this Website, and LaTeX version will be posted shortly.

January 22, 2002 Special Notice to the ISOPE-2002 Authors:  Must Use ISOPE Template

1.  Template for ISOPE Format, Style and Font, and Pdf-Making Instructions.   Download the Word template and WP template later from www.isope.org). The printer or CD-ROM maker will include it in the proceedings, only when the authors followed the template instruction correctly. ISOPE will airmail the 3-page ISOPE Word template (8½ x11 inch or Letter size) with specific instructions in late January to the corresponding authors in a large envelope. 

2.  Use the correct paper number and first author's name on the Pdf template file so that the printer can identify your E-files.

3. Use Times New Roman or English font in both text and figures, not local font. For example, some numbers and symbols in non-English fonts become unreadable on the PC screen with other languages..

4.  Use Pdf-making (or conversion) procedure etc on Template.

 5. Pdf files as well as the original file (e.g., Word) of the final MS and copyright form: Authors must E-mail them directly to the printer's E-mail or FTP site (to be announced on www.isope.org or ISOPE TPC will provide to the corresponding authors.

Find detail instructions in the mail envelope. The conference proceedings will be published in one or two CD-ROMS in the format of past 4-volume set proceedings and paginated.
