The International Society of Offshore and Polar Engineers (ISOPE) encourages students to study and/or to conduct research in any fields in Offshore Mechanics and Polar Engineering, or to participate in the annual ISOPE Conferences. ISOPE grants scholarships of $500 each to outstanding graduate students and entering new graduate students for the academic year 2001-2002. Scholarships are offered on a competitive basis.

To apply, send the following information to the Awards Committee: (1) an official graduate school transcript for current graduate students and official undergraduate transcript for entering graduate students; (2) a letter of recommendation from the thesis supervising faculty, department chairperson, or any ISOPE member, and (3) an application form.

Kyushu, Japan, To Be Venue for ISOPE-2002 Conference

Following the ISOPE-2001, to be held in June 2001 in Stavanger, Norway, the 12th (2002) Annual International Offshore and Polar Engineering Conference will be held at KitaKyushu International Conference Center, KitaKyushu, Japan, May 26-31, 2002. The Center was opened in 1990 with state-of-the-art facilities and equipment; it is within walking distance of the top-class hotels where affordable room rates have already been arranged by ISOPE through the local host committee. Many major airlines have direct international flights to Fukuoka, which is contiguous to KitaKyushu.

Ocean, marine and ship research and engineering thrive in the Kyushu region. In addition to offering the unique Western Japan culture and famous hot springs and volcano, Kyushu provides a concentration of computer-integrated manufacturing, IC, robotics automation, fiber optics, automobile manufacturing, shipyards, heavy industries and the world’s largest steel industries. Every year a large number of Kyushu delegates attends the ISOPE conferences.

The International Society of Offshore and Polar Engineers (ISOPE) is organizing about 60 sessions of refereed papers in cooperation with Technical Program Committee (TPC) members from 24 countries and 22 international cooperating organizations. Delegates from over 45 countries are expected, as in previous years.

Call For Papers Issued for ISOPE OMS-2001

The 4th ISOPE Ocean Mining Symposium (ISOPE OMS-2001) will be held in Szczecin, Poland, September 23-27, 2001. Two-day technical sessions with participation from more than 12 countries are being organized with emphasis on recent developments. All manuscripts will be refereed prior to the final acceptance. The Symposium proceedings will be available during the Symposium.

ISOPE Undergraduate Student Scholarship For 2001-2002 School Year
Application Deadline: March 31, 2001

The International Society of Offshore and Polar Engineers (ISOPE) encourages college undergraduate students to study in any fields in Offshore Mechanics and Polar Engineering and participate in the annual ISOPE Conferences.

Purpose. This scholarship award will be based purely upon merit and is open to all university level students studying offshore, ocean or polar engineering and/or their allied technical fields. For this purpose, ISOPE will award scholarships of $500 for the academic year 2001-2002. The recipients are encouraged to join the ISOPE student membership.

Qualification. The applicant must be a registered undergraduate at a University and have not yet completed his/her advanced degree in the year of application. In case of equal merit between two or more students, preference will be given to a student member of ISOPE and/or a student who has actively participated in an ISOPE-sponsored meeting or co-authored a paper in the International Journal of Offshore and Polar Engineering.

Selection. Each scholarship offered is a competitive one. Sex, race, age, religion, nationality, etc. are not factors for consideration. The awardees are selected by the scholarship committee vote. The committee members are balanced in geopolitical distribution. No more than one scholarship shall be awarded in the same year to the applicants from one university.

Two Best-Paper Awards Presented at Annual Banquet in Seattle

ISOPE Awards Committee announces the recipients of the Best Paper Award:

Statistics for Velocities of Random Waves by Krzysztof Podgórski, Igor Rychlik and Eva Sjö, Lund University, Lund, Sweden

A Numerical Simulation Method of Dynamic Response for Marine Structures Under an Explosive Load by T. Shibue, E. Nakayama, H. Manabe, T. Asano and A. Yamaguchi, Ishikawajima-Harima Heavy Industries, Co., Ltd., Tokyo, Japan

The Awards Committee chairman, Prof. Wataru Koterayama, presented the plaques to Mrs. Sjö and Dr. Shibue at the annual banquet, held at the Sheraton Seattle Hotel on Wednesday, May 31, 2000. Sjö is to complete her doctoral thesis in 2000. The selection was made upon evaluating 8 candidates among the papers presented at ISOPE-99 Brest.

Session chairmen, session organizers or Journal editors made their nominations from among the papers presented in the previous year. Among the nominees, only those papers are initially selected that are either slated for further Journal review or have already been accepted for the Journal. Then a pool of potential judges, very knowledgeable in one or more fields of the nominees' topics, or who have chaired or co-chaired the particular sessions, were asked to rank the papers in their field(s) on the basis of originality and significance of the results. The nominees are naturally excluded from the list of judges. The Committee nominees represent expertise areas and geographic balance for the nominated papers.

Ueda Elected President of ISOPE for 2000-2002 Term


UedaSmall.jpg (9153 bytes) The second presidential election by the members of the International Society of Offshore and Polar Engineers (ISOPE) was held in May 2000 in accordance with the Society Bylaws. Dr. Yukio Ueda is ISOPE’s second elected president, succeeding Dr. Jin S. Chung, the first elected president, and one of the co-founders of the Society in 1989. The Society has been operated by the members, conference session organizers, and the Board of Directors.

The new president will serve for the 2000-2002 term. He co-founded the ISOPE PACOMS Symposium in 1989 and the Society in 1989. He has been a member of the ISOPE Board of Directors (1989-99); co-chairman of ISOPE-94 Osaka; and a member of technical program committee (TPC) since 1989.

 

Dr. Ueda received his B.E. (1955) and M.E. (1957) in Naval Architecture and his doctorate of Engineering (1968) from Osaka University in Japan. He also studied at Lehigh University in the United States, receiving a PhD in Civil Engineering in 1962.

He is presently Professor of Mechanical Engineering at Kinki University (1996- ). He served as Research Assistant, Associate Professor, and Professor at Osaka University (1957-1996) and is now Professor Emeritus. He was Director of Osaka University’s Welding Research Institute from 1992 to his retirement. In 1977-78, he was Visiting Professor in Naval Architecture at the University of Michigan in the United States, where he engaged in both teaching and research. He was also invited by Xi’an Jiaotong University, China (1975) and has been Advisory Professor of Xi’an Jiaotong University (1979- ) and Shanghai Jiaotong University (1987-). He gave a series of lectures as Visiting Professor at the International Graduate Research School of the Denmark University of Technology.

He has been engaged in a wide range of research, from Welding Mechanics to Structural Mechanics, covering a range of subjects from ships to offshore structures. He has published more than 450 papers in both English and Japanese and has been awarded 15 prizes and awards for his research work from national and international academic societies. Examples are: The best paper awards from the Kansai-Society of Naval Architects, Japan (KSNAJ; 1965 and 1969), the Japan Welding Society (JWS, 1973), the Society of Naval Architects, Japan (SNAJ, 1974), ASME (OMAE, 1990), and ISOPE (1992); the noted research contribution awards from JWS (1995) and SNAJ (1998); and the Arata Award from the International Institute of Welding (IIW, 2000).

Dr. Ueda has served as Member, Chairman of the Technical Committee and Member of the Standing Committee of ISSC (1976-1997). He was founder and co-editor of the International Journal of Marine Structures (1988-1998). He has been Member of the IIW Technical Committee (1991-1999). He is the chairman of the Japanese Technical Committee of Det Norske Veritas (1988- ).

In May 2000, the International Society of Offshore and Polar Engineers (ISOPE) held the election for a new member of the board of directors, in accordance with the Society Bylaws. The new Director, serving for the 2000-2001 term, is:

VO Offshore (U.K.); McDermott South East Asia (1984-88); a Senior CAD/CAM Specialist (1988-95) and Director (1995-99) of the CAE/CAD/CAM Centre at the National University of Singapore; ISOPE Member (1993- ), TPC member (1993- ); co-chair of ISOPE-93 Conference, Singapore (1993); ISOPE Award (1993); ISOPE PACOMS Executive Committee (1993-2000); on the ISOPE Editorial Board for 2 journals; President, Singapore Structural Steel Society (1992-1994).

Continuing members on the Board of Directors for the 2000-2001 term are Robert Frederking (1997-01) of the National Research Council Canada; Ronald Knapp (1999-01) of the University of Hawaii, USA; Ivar Langen (1997-01) of Stavanger University College, Norway; Tamotsu Matsui (1999-01) of Osaka University, Japan; and Michel Olagnon (1997-01) of Ifremer, France.

Directors are balanced in geopolitical distribution among the American, European and Asian Continents. Each serves a two-year term, and the term is renewable once, but by election.

ISOPE-2000 Conference on Ocean, Marine and Arctic Technology Developments: Engineers and Researchers from 49 Countries to Gather in Seattle, May 28- June 2, 2000

ISOPE-2000 Seattle, the Tenth (2000) Annual International Offshore and Polar Engineering Conference, will be held in Seattle, Washington, May 28–June 2. The conference venue is the Sheraton Seattle Hotel & Towers. The conference is sponsored by ISOPE – International Society of Offshore and Polar Engineers (ISOPE) – and organized with the cooperation of 20 major international engineering societies and organizations: www.isope.org.

The Technical Program (organizing) Committee (TPC) features 92 technical and opening sessions and 5 plenary sessions. Top researchers, engineers and managers from industry, academia and government are scheduled to make 401 presentations. Following ISOPE-99 in Brest, France, the ISOPE-2000 Technical Program is again the world’s largest of its kind with refereed papers. The papers were selected from more than 600 abstracts received from 49 countries. These peer-reviewed papers are published in the conference proceedings (2,689 pages): Proceedings.

Prof. Jin S. Chung of The Colorado School of Mines, ISOPE president and chairman of the ISOPE-2000 Technical Program, says, "Forty-nine countries are represented in this year’s conference – a record number.

Started in 1991, the annual ISOPE conference has become the world's largest technical program with peer-reviewed papers since its second annual conference, which was held in San Francisco in 1992. The organizers and participants formed a tax-exempt, nonprofit, scientific organization – ISOPE (International Society of Offshore and Polar Engineers) – in 1989.

Some of the conference highlights are:

The Assessment of Technology for the U.S. Navy’s mobile offshore base (MOB) will be presented by the Navy’s managing team, Dr. Robert Zueck, Dr. Robert Taylor and Dr. Paul Palo, Naval Facilities Engineering Service Center, Port Hueneme, CA, USA.

Japan’s national program of floating-airport construction started Mega-Float Phase II. Its progress will be reported by Dr. Hidetoshi Sueoka, Mitsubishi Heavy Industries, Ltd., Yokohama, and Mr. Chiaki Sato, Technological Research Association of Mega-Float, Tokyo.

Mr. G.V. Lever, manager, Petro-Canada, St. John’s, Canada, will review Canada’s Terra Nova oilfield development in harsh environments, the second-largest project after Newfoundland’s Hibernia field.

Dr. A H Clément, Ecole Centrale de Nantes, France, presents numerical wave tanks: state of the art and axes of development.

Prof. Jaap Wardenier, Delft Univ of Technology, The Netherlands will address on how to improve the conceptual design of tubular joints.

Prof. H. Saeki, Hokkaido University, Japan will present the overview of the Japan Ocean Industry Association’s (JOIA) Project of ice loads acting on offshore structures, which is part of Japan’s effort toward Arctic offshore oil technology developments.

As oil development has been moving to deeper water, the oil industry has focused much of its R&D effort toward the development of subsea technology. The leading country in the North Sea is Norway. Dr. Jostein Aleksandersen, Plugging Specialists International A/S, Stavanger, will review research and development challenges in subsea technology.

The Chi-Chi Earthquake of the Century in 1999, the strongest in Taiwan, its damage and construction repairs will be reviewed from the technical point of view by Prof. Robert Y.P. Chin, National Cheng Kung Univ, Tainan, Taiwan.

In 1998, the large Aitape earthquake in Papua-New Guinea generated devastating tsunami waves. International technical teams investigated the damage, developed rehabilitation plans and trained the local population in new housing construction and emergency evacuation. The study by the Japanese team will be presented by Dr. T. Hiraishi, Director of Port and Harbour Research Institute, Yokosuka, Japan.

In-depth technical papers will follow these presentations. ISOPE's comprehensive technical program includes high-interest presentations on new, timely frontier topics in offshore, marine, oceanographic and polar industries.
